Kerala PSC recommendes a selection lists in ranked order with some extra candidates to Kerala Government which finally appoints the candidates.
For reference see here Kerala PSC Rank List, which has the latest inclusion of Draftsman GII, Kerala Ground Water Deptt. in hydrology section released on 01 June 2009 by the Kerala PSC secretary Mr PC Binoy.

KPSC
KPSC selection targets Alagappa and Vinayaka Mission Universities' pass out. Karnataka Public Service Commission is apex institution responsible for selecting Karnataka Government officials. KPSC or Karnataka PSC has recently selected college lecturers and it is now under controversy. The M. Phil. (MPhil) degree holder candidates from Alagappa and Vinayaka Mission Universities are demanded to be inquired for validity of degree.
Again a PSC selection under controversy, this time the cause is candidate's qualifying institutions.
